usage:
TRANSLATE filename TO EBCDIC
TRANSLATE filename TO ASCII

for translation TO EBCDIC, output extension becomes .EBC
for translation TO ASCII, output extension becomes .ASC

Multiple files may be translated by grouping them in a DIRLIST by redirecting
the output of a DIR command into a file. Example:

C>dir *.doc >dirlist

usage for multiple translation:
TRANSLATE @dirlist TO EBCDIC
TRANSLATE @dirlist TO ASCII
