Release notes for updating previous versions of ConEd:

If you are a current user of ConEd, all you need to do is copy
CONED.EXE to your CONED directory, and then start ConEd up.

If you are a registered user of ConEd, please copy ConEd to your ConEd
directory and run ConEd prior to entering your ConEd registration. If
you try to register ConEd before you have set it up for use, the program
will not function properly.

You will be prompted for setup information such as:

Boot drive
Editor path
Editor program
Warm, Cold or Alternate boot info
Cache info
