Section I. Introduction

Welcome to the World of Electronic Tax Filing! This software
package, ETF93, allows you to input all of your tax
information for filing to the IRS. This version is for
taxpayers (and not tax-preparers). We have a tax-preparer
version available, please call for more information if you're
interested.

This package was written in Clipper 5.01. If you notice that
the executable is over 640K; well, don't worry, Clipper takes
care of the memory overhead.

This version is marketed as shareware. The software is fully
functional and is NOT crippled in any way. It allows you to
file tax return information for the following forms:

Form 1040, Form 1040A, 1040EZ, Schedule A, Schedule B, Schedule C
(long form), Schedule C-EZ (short form),Schedule D, Schedule E,
Schedule EIC, Schedule F, Schedule R, Schedule SE (long form),
Schedule SE (short form), Schedule 1, Schedule 2, Schedule 3,
Form W-2, Form W-2G, Form 1099-R, Form 1116, Form 2106, Form 2119,
Form 2210, Form 2210-F, Form 2441, Form 3903, Form 4136, Form 4137,
Form 4255, Form 4562, Form 4684, Form 4797, Form 4835, Form 4952,
Form 4970, Form 4972, Form 5329, Form 6198, Form 6251, Form 6252,
Form 8283, Form 8396, Form 8582, Form 8606, Form 8615, Form 8814,
Form 8815, Form 8828 and Form 8829.

You will not be filing directly with the IRS; instead you will be
creating a "data collection disk" to send to us for reformatting.
We in turn submit the information directly to the IRS.

If you are required to submit state information in the forms
listed above, you can still use this package. You will have to
file your state return information via the normal paper method
to your state's tax/revenue department.

Section I.a. Installation

This package was compressed using PKZIP. Please copy the
entire distribution zip file to a new directory (you can call
it whatever you wish) and invoke pkunzip in the following
manner:

PKUNZIP -d etf93a
PKUNZIP -d etf93b

The -d option creates a new subdirectory under your new
directory called taxdbf. Please do not directly edit any of
these files, or the integrity of your tax information will be
degraded.

If you invoke the program and get an error, its most likely
because you didn't use the -d switch on PKUNZIP. Unzip the
package again with the -d switch.

You will need approximately 3.5 megabytes of free
hard disk space to install and run this program.

You will need to set one DOS environment variable before this
program will run properly. Take a look at your CONFIG.SYS file,
see how many file handles you have there (usually in a line that
says FILES=80 , or some other number). Now, in DOS, key in the
following:

SET CLIPPER=F80

or whatever the number of file handles was in your
CONFIG.SYS file in place of the number 80.

Section I.b. Task Flow

The flow of things to do is fairly straightforward. Before you begin,
you must have your IRS forms/schedules completely filled out. You will
be completely lost with the electronic version of these forms if you do
not have your forms filled out ahead of time.

The first thing to do is to select the payment method. This is menu
selection D from the Main Menu.

Then, select item C from the Main Menu.

Select item A from the second level menu. If you forget to do this and
go on to a form/schedule, don't worry; the program will automatically
throw you into item A if you've never selected it.

Then, select items B through D on the menu, picking the forms/schedules
that you need. Some are quite long; others are no more than one screen
long.

Now Select item E, followed by item F.

Exit the program, and look for your printer dump file. We've
included one printer dump file for you to use, 8453.PS. You will
be copying this file to your printer port with the following DOS
command:

Copy (PRINTERFILE) lpt1 /b

where PRINTERFILE (without the parentheses())is 8453.PS and
lpt1 is your printer port. Yours may be different, lpt2, lpt3,
com1, com2, com3, etc...

Now take the output from your printer, fill it out, sign it, and
attach the appropriate forms to it.

If you're using a 5.25" disk, you'll need a disk mailer. Place
the disk, all output, any forms of payment (if not paying by
credit card), and Form 8453 in your envelope or disk mailer. Mail
it to the address on the invoice.

That's all there is to it. If you are filing only the 1040EZ, you could
be through in as little as 20 minutes.

Section I.c. IRS Form 8453

What is this form? It is your declaration, that as a taxpayer,
you are filing electronically to the IRS. The IRS requires that
your fill it out and sign it. The IRS also requires that we furnish
it to you. We ask that you print it out and use it. If we receive
your mailer or envelope without it, it will delay the processing of
your tax return. If you are anticipating a refund, it could delay
the refund for up to four weeks as we and you, the taxpayer, get
caught up in a hideous US MAIL scenario. We will mail you the
Form if you forget, but remember, the concept here is speed, right?

Section II Hardware Requirements

The hardware requirements for this program are fairly simple and
straightforward. You will need to have a computer with a minimum
processor of a 286, and 640K of RAM with a monochrome monitor. You'll
need at least 480K of RAM free, or this program won't work. You'll
also need to be using, at least, DOS version 3.3. You will also need
at least 3.5 megabytes of free disk space.

You will also need a POSTSCRIPT printer to print form 8453. If you
don't have immediate access to a postscript printer, feel free to
take the printer dump file on a diskette to your friend, associate,
or computer lab where there is one. There is usually a POSTSCRIPT
printer of some type at all KINKO'S outlets.

Section III Shareware Registration

Why should you register this package? Well, there are two main
reasons and one minor one. Here are the two main reasons:

1. When you register, we'll send you the latest and greatest
version of the software straight to your door via US MAIL.

2. If you need a printer dump file for your specific printer,
we have it (within reason, of course). Take a look at the
enclosed form (sharewar.reg) and see if your printer is
listed.

And now the minor reason:

I need the MONEY! But seriously, I am a starving college student
and I think I may have hit on something substantial with this
software product. I have two more semesters to go and I'll wrap
up the BS in computer science. When you register, I'll be able to
say, "Gee, those three months in a dark room sucking down coffee
sure was worth it!" and you'll be participating in the shareware
author reward system.

Here's what the form looks like:

Section V. Payment

While this software is free, and it doesn't really cost you anything
to use this package, you will, most likely, want to actually file
your tax information to the IRS. You cannot do this directly as
a taxpayer (If you could, we wouldn't have written this package!).
You will be creating a data collection disk, which you will be
mailing back to us, along with several forms that are printed on
your printer. We do charge for filing your return to the IRS.
The fees, we think, are nominal compared to other tax-related
service companies.

We accept Visa, Mastercard, money orders, cash, personal and
business checks. The fee schedule is as follows:

Form Price Schedule Price
1040EZ 15.95 All 2.00
1040A 17.95
1040 19.95
W-2's FREE!
All Others 5.00

Texas Residents please add 7.5% tax to your total.

Please make the check out to:

Electronic Filing Group

Section VI. Errata

A. Refund Delay Conditions - the following was taken directly from IRS
publication 1346 and is provided for your convenience.

The following conditions may delay refunds and/or change refund amounts:

1. Taxpayer owes back taxes, either individual or business (refund offset).
2. Taxpayer owes deliquent child support (refund offset).
3. Taxpayer has certain deliquent federal debit, such as student loans, etc.
(refund offset).
4. The last name and social security number of the primary taxpayer must be
the same as on last year's return or the return will be delayed at least one
week for rematching. It is strongly suggested that you use the name ans ssn
as it appears on the mailing label of the tax package.
5. The Estimated Tax payments reported on the return do not match the ES Tax
Payments recorded on the IRS master file. This generally occurs when:
(a) the spouse made separate payments and filed a joint
return or vice versa; or
(b) the return was filed before the last ES payment was
credited to the account.
6. The taxpayer has a Schedule E claiming a deduction for a questionable tax
shelter.
7. The taxpayer is claiming a blatantly unallowable deduction.
8. The taxpayer is filing a tax return for the first time as a Primary
taxpayer and is requesting a Direct Deposit of the tax refund. Taxpayers who
have previously filed a tax return as a spouse or whose last name has changed
since filing a tax return is considered a "First Time Filer".

B. Dollar Values
The IRS does not accept decimals in its computer centers, so please round
up or down, depending on the amount. You usually have twelve digits in a
field to represent a number, and you may include a negative sign (-) in
your entry.

C. Check Boxes in Forms
There are many places on forms/schedules for check boxes. A check box is
usually used to hold an "X", and is usually referenced by a line number
corresponding to the form's line number. There are also YES/NO answer
blocks. You may put a Y or y for "Y", or N or n for "N".

D. Last entry on a form/schedule
You will need to be careful on the last entry line of any form or schedule.
If you need to make corrections in the computer data, use the arrow keys
BEFORE you enter the last value for the last entry on a form/schedule.
Once you enter the last value for the last entry and press the ENTER key,
the data input screen for that particular form/schedule will terminate,
save your data, and return you to the menu screen that called the form/
schedule.

Section VIII. Thanks and Kudos

This program would not have been possible without the aid of some
very interesting IRS personnel. Most people think that dealing
with the IRS is a very painful and tedious process; luckily I only
had to endure JUST two days worth of dumb looks and shoulder shrugs.
The rest of the time the people were great. Here's some of the names:

Austin Service Center
Ruth & Gwen - helped with all of the "logic" of the various fields.

DC National Office
Dan Solari - provided an electronic version of the 8453 to me FEDEX
overnight!
Ruth Rodriguez - knew all the right people to go to for answers to my
questions.
