Purpose:
========
This text files introduces you to one of the *cheapest* sources and
*quickest* way that will provide you with access to Internet Usenet
Newsgroups and e-mail. If you are a sysop looking to add this very
attractive service for your users at a fraction of the cost then by
all means, read on....

What is the Internet:
=====================
Today's Internet is a global resource connecting millions of users
that began as an experiment over 20 years ago by the U.S. Department
of Defense. While the networks that make up the Internet are based on
a standard set of protocols (a mutually agreed upon method of
communication between parties), the Internet also has gateways to
networks and services that are based on other protocols.


What USENET is
==============
Usenet is the set of people who exchange articles tagged with one or
more universally-recognized labels, called "newsgroups" (or "groups"
for short).


What do we provide you
======================
By paying the subscription fee, you will gain access to a certain
number of Usenet Newsgroups on Top Cat BBS! (known as the 'host board'
from now on. Mail packets can either be processed in one of two formats
- .QWK or .PKT. All you do is buy the subscription, and pay the long
distance charges, (if any) and you are ready to start downloading mail
and uploading replies.
Currently, there are over 2,900 newsgroups in the Internet. We have
initially chosen 66 newsgroups which we think cover a broad spectrum
of topics. WE ARE OPEN TO SUGGESTIONS as far as adding new Usenet
newsgroups to our system. (call the host board for a current list)



Costs, Cancellations, Payments
===============================
Please understand that you are responsible for all costs that are
incurred (long distance costs, etc). We reserve the right to terminate
or refuse anyone access to this service. If for some reason, WE cannot
provide this service anymore, refunds will be pro-rated. Howevere, if
YOU cancel your subscription, no refunds will be given. Prompt payment
of the fees is expected. A one week grace period is allowed, after
which your account with us will be terminated.

We have various payment options available. You will find this to be one
of the most flexible subscription plans out there.

LEVEL FEES DESCRIPTION
----- ---- -----------
NET100 $10 This is a MONTHLY "pay as you go" plan. This includes
access to any/all Usenet Newsgroups that the host board
carries.

NET200 $50 This is a 6 month subscription. This includes access to
any/all Usenet Newsgroups that the host board carries.

NET300 $100 This is a 12 month subscription. This includes access to
any/all Usenet Newsgroups that the host board carries PLUS
access to ALL our file areas (over 250!).

If you are a long distance caller & you're *NOT* going to feed other
boards in your area, then you may be eligible for a 5% - 15% discount!
Please contact the host board for your exact savings amount.


Payment can be made in any one of the following ways: MasterCard, Visa,
Amex, Check, or Money Order. If paying by check, please make it out to
'Gerard Johnson'). DO NOT SEND CASH PLEASE! Usually the quickest way
to get you set up, is to call the host board and pay the fees on-line
using a credit card (new accounts usually set up within 48 hrs if
payment made this way), and then upload the completed application.


Rules & Regulations:
====================
1. Local sysops are NOT ALLOWED to feed mail to other systems period!
2. Sysops that are calling long distance ARE permitted to feed mail
to other boards in *their* area AND charge them to cover their long
distance costs.
3. Applications must be completed and submitted (either uploaded to
the host board or mailed in) BEFORE you can start pulling mail.
4. Accounts that are deliquent by more than one week are subject to
cancellation.
5. Sysops are responsible for the contents of messages uploaded from
their system, and agree to abide by the Internet regulations regarding
messaging.
6. Private messages are not allowed in the Usenet newsgroups (excluding
the Topcat private e-mail conference).
7. Illegally passing copyrighted material through the Internet is not
permitted, nor will be tolerated.
8. You are responsible for the installation/maintenance of any software
or hardware that you may need.
9. Any sysop found violating any of the above rules (especially #1) will
result in the cancellation of their account.


Legal Stuff
===========
First and foremost this is not a "full internet connection". Due to
costs restraints, certain features are not available (Telenet, FTP,
etc). What you do have access to is the Usenet newsgroups that the
host board carries, and 2-way Internet e-mail.

Understand that we are not responsible for the content of any of the
messages that are flowing through the Usenet newsgroups. Even though
some of the conferences may be moderated, the language in it may not be.
You agree to be responsible for all actions you take and hold harmless
Top Cat BBS! and it's owners from any cause of action that may arise out
of the use of the service we are providing to you.
