I called this program DEC2ALL.EXE since it will convert positive and negative
decimal numbers into Octal, Hexidecimal and Binary format numbers.
It will also do the fractional part of the number, which is why I wrote
this program in the first place; I had a need for something to give me
the fractional conversion and none of the calculators I tried would do
more than the integer portion of the number.
I hope that it will be as useful to some of you as it is to me.
