INDICTED RICHMOND RACKETEER ADDED TO FBI'S LIST OF "TEN MOST WANTED FUGITIVES"
WASHINGTON, D.C., APRIL 20 -- The FBI announced today that Leo Joseph Koury, a
well-known Richmond, Virginia businessman indicted in that city last fall by a
Federal Grand Jury on charges including murder, racketeering, and extortion, has
been placed on its "Ten Most Wanted Fugitives" list.
The multi-count indictments returned against Koury, which included violations of
the Racketeer Influenced and Corrupt Organizations Statute, were products of a
continuing FBI investigation into organized criminal activity throughout the
Richmond area.
Koury, 44, who was also indicted by a local grand jury on related charges, owned
restaurants and bars in Richmond which catered to homosexuals. For quite some
time, he held a virtual monopoly on this thriving business. Several years ago,
however, local businessmen opened rival homosexual clubs and began to erode
Koury's wealth and influence. Koury then allegedly commenced a series of
retalitory acts, including murder and attempted murder, designed to intimidate
his competitors. He sold some of his real estate holdings and vanished last
year, it is believed, when his activities came under official investigation.
An established Richmond resident with a wife and four children, Koury is
reportedly a diabetic requiring insulin shots who may be traveling with a girl
friend. Koury has worked as a baseball umpire and may seek work in the
restaurant business.
Born on July 14, 1934, at Pittsburgh, Pennsylvania, Koury is a 5-foot 11-inch
Caucasian weighing 240 pounds. He has black hair, brown eyes, and a dark
complexion. He has used "Mike Decker" as an alias and possesses Social Security
Number 224-38-4566.
Since Koury reportedly carries a pistol he should be considered armed and
extremely dangerous. Anyone with information concerning his whereabouts is
urged to immediately notify the nearest FBI office. All replies will be treated
confidentially.
Caution: Koury, a known organized crime figure who operated several Virginia
restaurants frequented by the gay community, is being sought in connection with
the shooting murders of two individuals and attempted contract murder of three
others. He is also wanted for conspiracy to kidnap an individual for a
substantial ransom payment. Koury should be considered armed and extremely
dangerous.
