Edits the specified .FLI file and changes the "speed" value that's internally stored on that file so you can speed up (lower #) or slow down (higher #) the changes between frames.

FLISPEED is an itty-bitty command-line utility that changes the
'speed' value in .FLI animation files.

Syntax:
FLISPEED /s

Example:
C>flispeed rocket.fli /s10
(Change the speed of rocket.fli to 10)
